In today’s competitive labor market a skills-based or commensurate wage provides pay for those people with significant disabilities who might otherwise find it very difficult if not impossible to find a job in the private sector because they are unable to satisfy productivity standards established by employers.
The unemployment rate for people with disabilities is already twice that of the general population so if the commensurate wage practice was eliminated it would only further negatively impact the employment prospects for persons with disabilities.
